Data Center Commissioning Lifecycle: From Design Review to Integrated Systems Testing

A practical guide to the full data center commissioning lifecycle, covering design review, submittal review, installation verification, pre-functional checks, functional testing, integrated systems testing, issue management and handover.

Commissioning is the structured process used to verify and document that a facility and its systems perform in accordance with the owner's requirements and the approved design intent. In a data center, commissioning is especially important because resilience depends on interactions between electrical, mechanical, controls, fire, security and operational systems.

Commissioning starts before construction is complete

A common mistake is to treat commissioning as final testing performed immediately before handover. ASHRAE Guideline 0-2019 describes commissioning as a process that begins early and continues through design, construction, acceptance and transition to operation. Early involvement allows commissioning teams to identify testability, maintainability and interface issues before they become expensive site problems.

Design and submittal review

Commissioning review should examine whether the design supports the required resilience, control philosophy, maintainability and testing strategy. Reviewers should look at single-line diagrams, mechanical schematics, sequences of operation, equipment selections, monitoring points, isolation arrangements and failure modes.

Submittal review then checks whether selected equipment and controls remain consistent with the approved design and commissioning requirements.

Installation verification

Before energization or functional testing, field installation should be inspected against approved drawings, manufacturer requirements and project specifications. Typical checks include equipment identification, cable and pipe terminations, valve positions, rotation, access, labeling, sensor placement, control wiring and construction completion.

Pre-functional testing

Pre-functional checks demonstrate that individual equipment is ready for functional testing. They may include insulation tests, breaker checks, pump rotation, sensor calibration, battery installation verification, controller configuration and alarm-point checks.

The objective is to avoid using functional testing to discover basic installation defects.

Functional performance testing

Functional tests verify that each system performs its intended sequence under normal and abnormal conditions. A UPS should be tested through its operating modes, a chiller through control and failure sequences, and an ATS through source loss and transfer logic.

Integrated Systems Testing

Integrated Systems Testing (IST) evaluates how systems behave together during realistic events. A utility failure, for example, can involve UPS ride-through, generator start, ATS transfer, cooling restoration, BMS alarms, EPMS event capture and operating procedures.

IST is where interface problems often become visible.

Deficiency management

Commissioning findings should be tracked in a controlled issue log. Each deficiency should have an owner, status, corrective action and evidence of retest. Closing an issue administratively without proving the correction undermines the process.

Handover and operational readiness

Commissioning is not complete when the last test passes. Operations need accurate as-built drawings, test records, settings, procedures, asset information, training and a clear list of any remaining limitations.
